Shep Garner offers City Government help in cutting cost

Chester GOP Chairman Questions City’s Decision to Eliminate Twice a Week Trash Pickup 

Chester, PA Shep Garner, Chairman of the Chester Republican Party released the following Letter to the Editor regarding the City of Chester’s recent decision to eliminate twice a week trash pickup for the 2013 summer season:

The City of Chester Council recently confirmed that they have eliminated the decades-long practice of picking up residential garbage twice a week during summer months.  When questioned as to why Council made the decision to cut back on such an essential public service that Chester residents have relied upon for so long, Council conveniently crafted a rather misleading response that suggested the decision was somehow out of their hands.  Councilwoman Portia West, who heads the Department of Streets & Highways, publicly stated that she also preferred twice a week pickup, but it proved to be too costly because of the city’s status as an Act 47 distressed community.   I’m sure the Councilwoman fully understands that Chester has been an Act 47 community since 1996 and during this entire time, for the last 17 years, we have always had twice a week pickup in the City.  Since the City has had twice a week pickup for as long as I can remember, the Councilwoman is misleading Chester residents to suggest that all of a sudden “the city is keeping in line with the law” and somehow was forced to reduce to once a week pickup by the mysterious forces of Act 47.

When I was on Council as the Director of Accounts and Finance, I can tell you I became quite familiar with Act 47 and I can tell you what it does, and does not, require.  Act 47 may make recommendations as to how the City can reduce costs but it is ultimately up to the Mayor and Council as to how they do that.  Act 47 does not have veto power over City Council’s decisions.  It was City Council’s decision at the end of 2012 when they put together the garbage bid specifications and asked vendors to bid on once a week pickup.  It was Council’s subsequent decision to then award a three year contract to a vendor which contractually only required once a week pickup.  At that time, Councilwoman West publicly stated how much money the City was saving in awarding this contract while conveniently failing to mention that Chester residents were going to see a significant reduction in service with the elimination of a second weekly trash pickup during the summer.  Council then made the conscious decision to adopt the 2013 budget knowing full well that they had already decided to go to once a week trash pickup.   I should note that Council also made the decision to conveniently keep the $130 garbage fee that homeowner’s pay at the same rate for 2013 while knowing they were going to reduce this service all along.  It was Council’s decision, once the public caught wind of their efforts to reduce this critical service, to then scramble to put out for bid a second weekly pickup only to then decide that they couldn’t afford to do so because of Act 47. 

Councilwoman West and the rest of City Council should just admit to Chester residents that they made a serious mistake in their decision to go to once a week pick up instead of blaming Act 47.  Council should have looked at cutting costs in a number of other areas prior to adopting the 2013 City budget before deciding to cut such an essential public service as trash pickup.  I’d be happy to make a number of recommendations and suggestions in cutting costs if Council and their allegedly transparent government would simply provide a copy of their financial expenditure reports over the last year.  However, a recently filed Right To Know request asking for a report comparing last year’s expenditures to the 2012 budget was denied because it somehow doesn’t even exist.  I find it hard to believe that such a basic financial report doesn’t exist, so the City administration is either inept or they have something to hide and are not really interested in being transparent at all. 


It seems to me that the all-Democratic City Council has developed quite the track record over their first year and a half in office.  Unfortunately, this track record seems to be one of a series of missteps, mistakes, blunders, lawsuits, bickering, bad decisions, and a lack of any true visible progress.  City Council’s decision making is obviously questionable; in fact, I could say it outright stinks – just like the stench that will surely hang over the City during the long hot summer with once a week trash pickup.

  1. Councilwomen West lives in pulic housing! she is NOT a tax payer. She could care less. Taxes payers would like to know where is the money she is saving the city by picking up the trash once a week.

    1. In reality, no.

      However, the summer twice a week pick up has gone on for so long that most folks don't have enough trash cans to properly hold on to their trash for a week.

      Solution, buy another trash can with a lid.

      For too many homes, they don't have a single trash can with a lid and put their trash out in bags. The dogs and cats love us for that.

      We don't do trash good around here.

    2. Well i had two trach cans with lids and then the garbage men throw them either in the street or in the truck where they get destroyed.

      I used to put the trash out the night before without the lids but cats and raccons would get it all over by the time they pick up trash since the time has moved to noonish on my street from 7am.

    3. I hear you. I posted a photo a few months back on why we hate trash day. Every can was turned upside down in the middle of the back alley making it impossible to drive thru unless you got out the car to move the can or just run over it. And, you can't put a trashcan upside down if the lid is on it.

      Let's hope this new company does better.

We made a serious MISSTAKE putting Mayor linder in office, this city is beyond down the tubes and past the pits. what Chester makes makes Chester, well the only thing I see is that we are making idiot children, sneeky public figures in office and just a bunch nonsense, notice I mis-spelled some words on purpose, can't wait till elcection season!!!

    1. - We put an entire administration in office. You can't put it all on that individual part time employee with a single vote.

      - I'm a witness. Many of the children are smart. They just never get to identify, develop, and demonstrate their gifts.

      - Most public figures get deals done behind closed doors.

  5. Unenplyment, lack of things for the young people in this city to do, just look at the city street corners, trach on the streets, crime not a visual police force, should i keep going? how about summer jobs for the kids here, they can clean the streets.

      As the great Democrat sort of once said, "It's not what your 'city' can do for you, it's what you can do for your city."

      If we just sit around complaining and waiting to be served without serving up something in return, we'll keep getting what we got.

    3. I have to agree on some issues, but you have to be aware that most of the time there are only 6 police officers on in the whole city. The unemployment rate is high and there is not enough for the young children to do. I don't know if it is aloud by law, but why can't they take the people that is on public assistance and have them clean up there areas, where they live twice a week?. We can't put it all on the public figures(Mayor Linder) when there is no help from the rest of our residences.

    5. Stop saying that there is nothing for the young people to do!!!!!! I dont support the current admin but none of them decided to have these young people with nothing to do. You cant blame them for that, The young people need to self motivated to do something for themselves and stop waiting for a handout. Thats what this nation has come to WHAT CAN YOU DO FOR ME INSTEAD OF WHAT CAN I DO FOR MYSELF. Everybody does not need support.

  6. I would suggest putting your trash in front of councilwomen West house at least she can put it in the dumpster thats open 24 hours a day for public housing residents

    1. I wish they would put dumpsters in the Bennett Homes. It's terrible how they just pile up their trash in several areas. A dumpster seems like it would be the law.

    2. I live near Ms. Portia and that dumpster is not for the residents, that was put there by Amtrak because they been cleaning the trash off the tracks. The residents in the City of Chester who are just putting their trash out in bags and those who choose to throw trash in the streets need to do a better job and just maybe the streets can be a little cleaner. As for the Bennett( the residents up there can do a lot better than they do)

  7. Amen Mr. Roots. Why dc we have so many people expressing their dissatifaction, their prblems, but not one with any solution what so ever. There is an old saying: "If you are not part of the solution you must be a part of the problem". Let's hear some of your thoughts on how to best solve the problems.

Ok here is how we solve the trashy city problem. we I was growing up in the 70's & 80's on Lamokin st our parent made up clean up the thew whole street, we took pride on our block and kept it clean so let's start by cleaning up after ourselves. hold you neighbor accountable for trash in front of their house and vote on a neigbhood block captain, teach our young to not throw trash on the ground but in the trach can, we my live in a ghetto but it doesn't have to look like one. also have to city cut down all these vacant lots with tall weed and grass( hell they give out citation for your lawn not being cut so who give the city citations for not keeping city own property cut and clean. last teach your children to respect others property....Lamont2086

We use to say down South, if they yard look like that imagine what the inside of their house look like, then they walking around dressed up like a queen...My mom always taught uu you make a mess you clean it up, respect what you got and maybe others will as well.

  8. Senseless killings are happening in our city did Shep send a letter to the police department and ask them what they are going to do about these killings. Our schools are failing our children did Shep send a letter to the school board has he even attended a school board meeting has he every visited a classroom. Trash should be the least of his worries. He needs to step up and stop writing letters and be actively involved to help make positive changes in the city. Don't talk about it be about it. Once again it is just press for him to get into the political game and if this is how he expects to get in to politics please don't waist your time running.

  10. Thanks Shep for the letter I will continue to vote for you in every election you run in.
    Here are some of my concerns with the current admin.
    - On July 4th you are bringing Chubb Rock, Dana Dane and Special Ed here for a concert. Dumb ASS Liz we already seen their act why are you using tax payers money for that. You dont have a single sign or banner posted, the only reason I know is because a city worker told me to look on the city website.
    - You are making TAX PAYER adults pay for a softball league on the same softball fields they pay taxes for SMH
    - You started the Phillies RBI baseball league that is in direct competition with the Jackie Robinson baseball league and you are not cutting the fields for the league as often as you should. Note to LIZ baseball is not that big in the city to have two leagues you need to put all efforts into one league.
    - What is going on with the POOL??
    - In the summer time more kids are home and there are more cookouts and block parties all of that EQUALS more Mother Freaking Trash in the city.
    - WHY HAVENT YOU TURNED OVER THE REPORTS SHEP HAS ASKED FOR????????

  12. Ummm they use to play for free when Marrea was the director if recreation. See the beauty is not to get paid or charge for softball its for recreation. Now your putting down your voters. LOL. Truth hurts. So thats why you wont cut the grass for the kids, because your mad a Mark Freeman who doesn't even live in the city.
