St. Rep. writes bill to change school funding formula


State Rep. Mike Fleck, R-81, of Huntingdon County, held a press conference in Harrisburg Monday to announce the details of his proposed bill intended to better regulate charter and cyber charter schools.
Among Delaware County’s school districts, Chester Upland is the most greatly affected by charters. At least 40 percent of its expenditures go toward charter payments.
State Rep. Thaddeus Kirkland, D-159, of Chester, said he had not seen the specifics of the bill, but said he was in favor of any bill that removes the financial pressures from Chester Upland.
