Joseph Bail no longer Chief of Police


At today’s city council meeting, it was announced that the Chief of Police title is now Police Commissioner.  So, make sure you call him Commissioner Bail, not Chief Bail.
Two new positions were created, Chief of Staff and Lieutenant Colonel. Darren Alston was appointed to Lieutenant Colonel. I don’t think the Chief of Staff was announced. 

Other than the police title shuffle, Ronald Starr has an employment agreement as Chief of Staff to the Mayor, and there was a budget ordinance amendement approved. 

Compared to the council meeting earlier this week, this one was short, sweet, and with few attenders.

  1. It's sad the way they do our children. There are parents who want a good education for their children but end up stuck in this predicament because of financial troubles. What was the use of the no child left behind act if they're leaving all our children behind. We should be able to send our children to a neighboring district if we're willing to pay the out of pocket expenses to assure they get a quality education

  3. I would like to know why the council meetings are at 10am on Wed mornings? I like most others I know who are interested in the city are at work...(like I don't have the answer to my own ?)

Mayor and Council meet every second and fourth Wednesday of the month at 10:00 am in Council Chambers, located at City Hall, 1 Fourth Street, Chester, PA 19013. *The first regular Council Meeting of every other month shall be held in the City Council Chambers at 7:00 pm, prevailing local time, with the exception of April.

      That comes from the city's website.

      Sooner or later they'll update the date and times of council meeting for 2012.

The same Joe Bail who hangs out with former/current Russian intelligence agents? The same Joe Bail that received a $20,000 Zodiak boat from John Giduck, and lists his hobby on Facebook as "boating"? It's documented that John Giduck, the Commish's close business associate (they wrote two books together) and BFF, had a "personal" relationship with a convicted cop-killer where they took a vacation together using her dead husband's insurance money (see: http://forums.officer.com/showthread.php?175513-John-Giduck-You-should-know-about-this!). Now the Commish is paying him with city funds to help with Chester's rampant terrorism problem?! Why would a law enforcement officer have a close professional and personal relationship with this type of person? What does this say about his character? What kind of person does Chester have running their police department?

It would seem that controversy follows this fellow Giduck whenever he pops up in law enforcement circles.   11. became a police officer in chester during 1978. since that time i have seen 5/6 police chiefs/comminsoners come and go. i believe that all these persons were fine men. but like the queen of england they were there as a ceremonial figure. i would like to see the police commisoner become a community person. like, hook up with cory long's program,ralph dorsey's program, the brothers of concern ,school programs etc. have police officers become more pro-active within the community. maybe joe bail can change the image of the top office. time will tell!!!!

      Unfortunately the questions that are being raised about Mr Bails character and his unusually close association with Mr John Giduck would seem to suggest otherwise.

      Mr John Giduck is a fraud. Mr Giduck, whilst practising as an attorney represented the wife of a slain police officer. While he was representing this cop killer he enjoyed a holiday with the cop killer paid for by the funds of slain officers insurance pay out. The wife of the slain office was later convicted for his death.

      Mr Bail continues to support Mr Giduck.

  12. How much money is Chester paying to John Giduck? Why do we need an international Intelligence section? If Bail was on Giduck's payroll, doesn't it seem odd that Bail hires Giduck on the city dime as a consultant? That appears to be some very shady, back door dealing right there. As tax payers, we should be outraged, and Bail should be out of a job.

  15. Why does the Police Department have an "international Intelligence"unit. Was it formed so that those officers assigned could go on their international intelligence gathering trips and not have to worry about using up their vacation time. Also, what do they do when they are not doing international intelligence work. Are they in the office putting together their next PowerPoint for their off duty work. Is the city paying for their travel. Do they have a case load. Who approved the international intelligence unit. What is going on here. Irate citizen.

    1. The amusing thing is that the city's website actually appears to brag about the various junkets that they have sent Mr Bail to. I don't really see any training value to this. Particularly not for a force this small. The fact that there hasn't already been some questions asked as to the need for a cop from a small town to run around the world asking questions about terrorism (presumably) speaks volumes about the level of citizen involvement in the local government. Particularly when you can read some of his conclusions online and clearly see that they didn't get their money's worth. It is interesting that they're apparently spending money on this kind of frivolity at around the same time the city council is looking at raising taxes. It appears that the lunatics are running the asylum.

  16. Stefan Roots - What is going on in Chester? I would have to say Chicago style corruption of the first order. Your police dept cannot protect its citizens. Why? Guys like Ernie Mancheria and Joe Bail are too busy scamming the taxpayer through fraudulent business relationships.

    Why do we care? We give our lives everyday so that the people of Chester and elsewhere in this fine country shall be free. Corruption hurts everyone except those that benefit at the top.

    So you understand: Joe Bail & his close buddy John Giduck have picked a fight with the US Military's Special Forces community. Bad move - now we will expose them for the frauds they are. You need to have an audit of Chester PD's books. I guarantee you they are crooked.

  17. I think someone in the city council needs to demand to see Mr. Giducks credentials, especially as they relate to intelligence. Where did Mr. Giduck receive intelligence traning? Answer- He didn't. He didn't even graduate from Army basic tranining. Yet, he apparently is so valuable that the city of just over 30,000 has money to pay for his services. Wouldn't that money be better spent on real police services? Maybe the fire dept or some other agency?

  19. Doesn't Chester have consistently one of the WORST crime rates in the state? If so, why is Chester wasting money, time, and resources keeping the streets safe from terrorists, unless maybe someone's pockets are getting lined?

    7. Giduck is now a paid consultant for the elite Chester PD counter-terrism division

    3. I suspect that most of us have more of an issue with the fact that nothing of consequence is being done. But hey, at least we have an international intelligence section. There is not any rational reason to have one for a town this size- nor is there anything that justifies our police chief (sorry, commissioner) running around the world playing danger tourist. Trips to Mumbai, Beslan, and Israel are zero value added for our department. But they make great bullet points on the resume for a side gig when presented to the gullible as evidence of achievement.

      If for no other reason than reputation management, you'd think something would have been offered on this blog by either of them by now.

      However, it's been my experience that Chester City officials don't have an image improvement plan or aggressive communication plan.

      I have not received a press release from city hall since October 2011.

      I gave Mayor Butler a pass since it's never been his style to communicate. I can't tell you what Mayor Linder's excuse could be other than being satisfied with people continuing to dog him and his appoinments without out any retort.

      Seems like an unusual strategy, but I guess it works for him.

      I often wonder who would read this blog if it were published by The Anonymous Blogger.

      Only a few of us are willing to put our selves out there like this. I'm not sure if that's a blessing or curse.

      I too appreciate anyone who provides a name with their comment. It's hard to take anyone serious when they stand behind the anonymous wall.

      If you had joined me when this blog started, I did just what you suggested by blocking anonymous. The result was very few comments and a lot of email in my inbox.

      I don't like it, but the Internet is the place where people feel comfortable speaking their minds anonymously. It dosen't just occur here.

      The trade off of eliminating anonymous is limited particiaption and expression.

      The purpose of this blog is to get people talking about Chester, or topics Chester folks should be familiar with. I purposely select posts that stimulate this.

      Over 98% of the commentors don't want to be identified. However, I credit them with bringing quality comments more times than not. Most interative web formats can't make that claim (see Delcotimes.com comments).

      And, I do have the power to reject the ones that are completely off based (and there are very few of them).

      Responding to anonymous commentors always makes me feel that I'm talking to a wall, but I respect that someone took the time to read and make their comment.

      I know this is not what you want to hear. All I can ask is that you play along with this crazy game of anonymous by replying also.

      They are real people and they know who they are even though they prefer to remain nameless.

      Address the issues or don't whine- pretty simple. As of this post not a single issue that has been raised has been addressed by anyone in the spotlight. There have been counter attacks, lies, attempts to intimidate, and attempts to marginalize but no addressing the issue of the unseemly bond between the public figures Joe Bail and John Giduck. Nor any mention as to whether or not Mr Giduck is receiving any of our money at a time when taxes are being raised. Nor any comment on whether public funds were used to finance Mr Bail's danger tourism.     1. If you are asking about Mr Battinieri, He would be another employee of the Chester PD. SGT Type I believe. Why on earth would we have any hesitancy to provide our names to a member of an organization that has a history of calling people outside of their jurisdiction on the subject of John Giduck and attempting to get them to be silent? A member of an organization that appears to be corrupt at the top level? I cannot imagine that there is any reason to be hesitant at all on giving out that information. It isn't like Mr Giduck has a history of publishing the personal details of those that he has an issue with or reaching out to police buddies to contact them..... Oh, wait- yes he does. Perhaps the public figures that this whole mess is swirling around should address the issues at hand. While we're at it maybe Mr Bail could expand on the subject of how anyone that disagrees with his buddy is supporting the terrorists:

      What really catches my eye is the apparently grandiose vision of himself Mr Bail seems to hold. Being a police officer in Chester is a noble calling- it is not, however, a position on the front lines of the war on terror. How confused do your priorities have to be to come to the conclusion that Chester needs you to fly off to Mumbai or Beslan in order to serve our citizenry? The issues facing the community are much closer to home. How many Chester PD members have been playing danger tourist? Has the city been footing the bill in any way? Is this really a valid use of tax money? Are the lunatics, in fact, running the asylum? Inquiring minds and all that.

  23. There's a reason some people choose to remain anonymous. Having spent the last ten years engaged in real-life counter-terrorist activities, I have no desire to disclose my identity. That said, as my profession involves counter-terrorism, I'm appalled that your Police Commissioner is riding the coat-tails of a known counter-terrorism fraud (John Giduck), and has engaged in dubious, if not criminal financial dealings with this person. The citizens of Chester need to ask themselves and their representatives a few questions:

    Did John Giduck give either Joe Bail or the police department a $20,000 Zodiak boat obtained with funds from a non-profit organization?

    Did Joe Bail then accompany John Giduck on various trips around the World while employed by the Chester PD?

    Did Joe Bail then convince the City of Chester to create an "International Anti-terrorist Unit" with John Giduck as a paid consultant?

    Is Chester such a hot-bed of terrorism that it needs to spend tax dollars on an "International" anti-terrorist unit, or is there a less-than-honorable reason for doing so?

    While Joe Bail was editing books and traveling with John Giduck, was he being paid with your tax dollars, and did this significant time period count towards his retirement?

    Was the experience gained during his World travels with, and book editing for fraud John Giduck a factor in hiring Joe Bail as Police Commissioner?

    Did Joe Bail really travel to all of the places he says he has? There is no mention of Joe Bail traveling to Beslan in any of Giduck's book credits, yet Joe Bail says he was the "only active U.S. law enforcement person present at the scene. There should be a visa in his passport for this trip, if he actually went. If it is not present, Joe Bail's most significant claim to fame is a lie.

    The City of Chester has a serious crime problem, and has had one for many years. Was it prudent for Joe Bail to be off globe-trotting and editing books, instead of investigating and solving crimes for the City...the job he was hired to do?

    Is Joe Bail more interested in his resume, two-thirds of which is based on his association with John Giduck, than he is in managing a Police Department?

    Finally, I would think that by now, as a newspaper, you would have someone neck-deep in investigating this.

  24. Late to this blog. I read what has been put out, including the links, and I have to say, that it appears, where there is smoke there is fire. My issue, as a local, is why do we have an international anything at the PD. We have enough problems here and don't, or shouldn't, be wasting ANY resources on what appears to be some private venture set up within the PD. I would like a public accounting of this. Can anyone from the PD explain in this open forum what has been going on, and directly address the issues brought up in this blog. I am angry that it seems that my tax money is being wasted. Someone address my concerns!!

That's good. for years folks in Chester sat back and watched the world go by based upon old political tactic from the McClure Era. After an idea, coversation is the next step to planning. Maybe this will provide enough information for folks to make an educated decision about their mayor, police commissioner, and life in general as it refers to Chester. No more sitting around and depending on the rumor mill to provide much needed information!

  27. Man, if you read through all of the stuff on the net (Google "John Giduck"), you'll see who Bail's hooked himself up with. I find it interesting that the Chester PD is in EVERY reference to Bail and Giduck's relationship. How's this going to reflect on Chester when Giduck finally has to answer for himself (and he WILL have to answer for himself) when their commissioner has publicly used his title and role to benefit and give credibility to his and Giduck's scams? Does Chester and it's abyssmal crime rate need drug through the mud even further?

    1. I think that is an excellent idea SGT. Oh- hey, while you're at it maybe you can discuss the wisdom of portraying yourself (Royal "yourself")as an anti-terrorism expert while having an open Facebook account that includes pictures of family and friends, tracks your location (Hope that you enjoy Rehobeth Beach), and could easily be used to clue someone in as to when you would be away from home. The anti-terror guru the Chester PD seems to be rallying around has apparently been grossly negligent in your training on persec. Don't get me wrong- I think that the likelihood of Al Qaeda striking in Chester is about on par with the likelihood of a squadron of flying monkeys coming to the defense of John and Joe- but in all seriousness, it is not wise to have that much information so easily obtainable by anyone who wants it.

      Here is a small clue- people who are really involved with anti-terror or counter-terror programs keep a low profile. They don't engage in online dick-measuring contests centered around whether or not their training guru is a swell guy out in the open. Whatever you may think about us or anything else concerning this subject- You are making your personal information way too accessible. This seems to be a trend with those that are affiliated with John Giduck. A lot of you claim to be on the front lines of the fight against terror, yet you ensure that the target is lit for the bad guys should they care to come calling. That alone speaks volumes about your competence on the subject- and from that we can infer that it also speaks volumes as to the quality of training that you have received. How much of that was from John Giduck by the way?.

      Again- the number of actual issues that have been addressed by anyone on the other side of this issue is still hovering at 0. If you do not at this point have some serious questions that you want answered by your boss, you are part of the problem.

I somehow doubt that approach is going to work for the two principals involved in this sordid tale. For the peanut gallery that would be Mr. Joe Bail and Mr. John Giduck. They seem to have a curious relationship that has both Joe employed by John and John employed by Joe. Wonder how much of the money that changes hands in this incestuous little circle-jerk is taxpayer money. Wonder how curious any federal agencies are about this. Rumor is that several three-letter agencies are now aware of this foolishness. Aaaaaaaand........ the only word we have from the Bail/Giduck camp is whining about anonymity.   31. I believe that Bail should be accountable for the following. These are a few questions that anyone looking in should be concerned about.

    1. Why do you have an international intelligence unit?
    2, Who approved it?
    3. What are the objectives of the unit, as it pertains to the residents of Chester?

What are your thoughts on this issue, given the information available? Do you not think there is something mighty peculiar going on at the PD, concerning their international intelligence unit? I have to say that I am not a resident of Chester, but since you are, can you tell me if they are close to shutting down the international intelligence yet?     1. When I worked for the Daily Times, I was surprised how many employees didn't read the paper. I doubt if Rick Wilcox samples every doughnut he makes at Phatsos.

      That's my way of saying that up to today, I hadn't followed this story very closely.

      I couldn't help but to notice the volume of comments and by skimming them I sense a lot of internal angst against the new police commish.

      Having read the comments and the articles, I agree that someone should explain the role Chester has in anti-terrorism.

      Even before Bail was appointed, the publisher of the Overtown Express paper had uncovered that Chester has a lot of law enforcement and anti terror activity going on. He could never get a straight answer as to why either.

      Although Bail was not a popular appointment amoung the people of Chester, I am learning through this blog that the police force doesn't seem thrilled either. Yet, everyone seemed to know Bail would be appointed as far back as the mayor's primary election.

      In all that I've read, this is my favorite line...

      Counterterrorism training is quite obviously an opportunity to bring outside expertise to departments. Expertise, however, needs to be both real and relevant to the police mandate. It should also be subject to a real system of evaluation, accreditation and auditing. This is what is sorely lacking, and what we sought to bring to public attention.

      If there is indeed a new cottage industry of counterterrorism experts providing training, I hope it's not as loosey-goosey as the reports and comments make it appear. If so, the problem isn't just here in Chester, but nationwide.

      It would be nice if someone would explain the role that Chester has committed to regarding anti terrorism.

  36. I'd also like to know why the PD appears pretty locked-up with their info? Most local PDs have these cool, new-fangled things called websites that they use to highlight their department and inform the local public as to what they're doing, what services they offer the community, etc. Most of the websites I've looked at have sub-pages for the various teams/branches and do a good job of providing tranparency to the local community as well as sell themselves to the taxpayers. Does Chester PD work with the local school system to help reduce drug use? Does Chester PD have a K-9 team, SWAT team, Narcotics Team, etc.? What programs DOES the Chester PD have that they're spending tax dollars on? Any decent PD has this information readily available; not Chester PD. The Chester PD website consists of an address and phone number, their mission statement and core values, and then a link to the good Commish's page with one paragraph of his credentials followed by two paragraphs explaining his affiliation with the known-fraud, John Giduck. There's actually more info about Joe Bail and John Giduck on the Chester PD website than there is about the actual police department!!!

    This glaring lack of information, coupled with secrecy around the Chester PD budget, should have every responsible citizen in Chester asking questions and demanding answers.

I believe that their stance is to hunker down and allow this to blow over, while continuing with their waste of taxpayers dollars. That's your tax money Stefan. There has to be accountability. Bail is choosing not to answer anyone in this blog, because he does not have a reasonable and fiscally responsible answer. He would expose himself as a charlatan. Stefan, how does one find out what impact the international intelligence unit has on the crime rate, and crime solvability, in Chester?       The Chester Spirit paper was brought to Chester with support from city government. If anyone can get them to talk, it's The Chester Spirit. That's who they talk to.

      Wasn't Commish Bail featured in that paper a couple weeks ago? Maybe it's time for The Chester Spirit to do a follow up story.

    2. Stefan, as a retired LAPD Officer, I can give you some direction. LAPD has a policy of openness with the citizens of Los Angeles, except in those cases involving ongoing investigations. The LAPD has a civilian Police Commission, which entails civilian oversight of the Department. In simple terms, the Commission can overrule the Chief in certain matters. How does a person on the payroll of the City have that much power, where they answer to no one? I wish you luck in trying to get to the truth of this matter. To quote that famous Irishman, E. Burke, "All that is necessary for the triumph of evil is that good men do nothing." The abuse of ones position and the abuse of the funds allocated to a city entity is corruption. Just about every other PD is the country has a very robust webpage that outlines their department and goes into detail about the services they provide and what they offer the local community. Not Chester PD, though. Have you checked it out? Contact info, Mission Statement, Vision, and a link to the good Commish's info where he attaches himself to Giduck. So why the lack of info? Shouldn't the people of Chester know what their PD is about and involved in? Chester PD seems to have the transparency of a brick wall.

  62. The actual name given for the department was the international intelligence section of the narcotics department if I recall correctly. According to John Giduck's own blog:

    This does raise a few questions given the tendency of Mr. Giduck to split linguistic hairs; Is there an International intelligence section of the narcotics unit? Is John Giduck- or any corporation or entity of John Giduck's receiving any kind of money from the city of Chester?

    To the peanut gallery- Mr. Giduck has a bit of a history with playing games with language- this would be why it would not surprise me at all to learn that one of his sock puppets would argue with the premise by simply changing the terms a little bit. For example- substituting international terrorism team for International Intelligence section of the narcotics unit or using the phrase "John Giduck is not on the city payroll" without addressing if one of his companies has a contract or if he was on the payroll himself in the past.

    I don't know for certain that this is the case, but as I said splitting these kinds of hairs would be consistent with what we have seen out of him in the past; he has the type of mentality and lack of ethics that would enable one to argue that "it depends on what the definition of is is" to borrow from a former president.

  69. So, if these issues and concerns are brought up at the City Council meeting, will they be addressed? The City leaders are the ones who hired Bail as their Chief (I mean COMMISSIONER). It is not in their best interest for anything disparaging to come out. However, if they do not address the issues now, and, when it really hits the fan (which it will), how do they explain their inaction now? If monies are being wasted on pay (while away on a private boondoggle) or on outsiders (JG) with questionable credentials, how can they justify it to the voters. If you have read the prior posts, you can see the concern that the unit is basically a cover for Bail, and others, to be able to go to foreign locations, without having to take vacation or unpaid leave, in order to obtain information for avail and Giducks books. Can you think of a valid reason for having such a unit in Chester. Also, can you think of a valid reason for Bail to change the Chief of Police title to Commissioner? Once again it is probably tied into his personal, off duty, gig, writing books. The title Commissioner sounds so much more important than Chief. What are your thoughts there Dan, and thanks for being part of the conversation.

His main focus is on education, community police, and getting the small percent of thugs off the street that are giving our city a bad name. The new mayor is leading this, and has done more for the police dept. Then the last mayor. I know because aim a police officer here, and was shocked as a replubican to see how this new adminastration has started off. Keep this up Mr. Mayor, and you get my vote and slot more..... Since we have several people here associated with Chester PD refuting that statement, then it's clear that John Giduck is a liar. But that brings up the question... if John Giduck is lying about his association with Chester PD to boost his credentials, why does Joe Bail have such a tight relationship with him?   119. Hey Stuffy, Weed & Seed got it's name from the State Agriculture Dept. Based upon principles of gardening; weed out the bad and seed in the good.

    The program was later turned of to the PCCD, but the name stayed as other states and the Federal Gov. set up programs. There are even Weed & Seed and Communities that Care Networks around the world now.

It looks like he, in all of his international terrorism-expertise, wrote a case study on the terrorist attack that occured in India a few years ago.
