    1. Do we really need an audit? To me that's looking backward.

i'd rather have somebody show me how to run a school district with the money at hand. If it can't be done, than show me it can't be done well in advance of telling me we're out of money next week.

Am I talking crazy talk again?

    2. Yes there needs to be an audit. Obviously they are overspending somewhere so in order to move forward you must learn from the errors they made in the past.

Plus folks that were hired/elected need to be held accountable for the state of the district.

    3. You don't need an audit to flag overspending.

Every month you reconcile the budget and any line item that exceeds the monthly budget gets flagged and appears on the exception report. The person(s) responsible for overspending must explain their expenses.

At least that's how I learned to manage large budgets in my corporate days. If that's not being done, it's not the budget that needs an audit, it's the budget management policies.
