Harassment—Granite Run Mall at approximately 8:35 p.m. on Aug. 4. Kandie Meinhart, 21, of Upland and William Wilson, 24, of Chester were both charged with harassment in connection with fighting in the mall parking lot about a cell phone, State Police said.
