SURVEY RESULTS: Why won't more Chester natives apply for jobs on the police force?

Thanks again for participating in the weekly survey.
Of the 52 votes, most of you believe Chester natives are NOT QUALIFIED (19) to join the police force and an equal amount of you believe natives are either NOT INTERESTED or just plain SCARED (12 each) while a few of you believe that there are BETTER OPPORTUNITIES ELSEWHERE (9).
The reason I selected this topic is twofold. First, of the native Chester police that I know, they all have over 10 years on the force. The number of younger officers seem to be far fewer.
The second reason is because of a statement Mayor Butler made at the press conference at Calvary Church recently where he said that he would like to see more Chester natives apply for positions on the police force. 
How aggressive has the force been in identifying local officers? Do they have recruiting drives? Are there programs in place to identify young people interested in the force to prepare them for police work?  Are high school grads directed to the Municipal Police Academy at Delaware Community College?
I believe we can find some Chester natives for the police force with just a little effort.
