"A sixth of the people in the United States struggle with food scarcity," said Evans, who runs the race as a lay associate of Saint Alban's Church. "And Philadelphia is particularly challenged. District 1 [a congressional district that includes parts of south and central Philadelphia as well as Chester] is the most insecure region in the state."
Evans says that this insecurity is, in many places, defined not by an absence of food as much as an absence of the "right" foods. For example, in many urban areas, residents don't have supermarkets within walking distance or reliable transportation outside their neighborhood for a weekly grocery trip. They instead rely on convenience stores and cheap, unhealthy fast foods.
"The price point is such that the big retailers won't put supermarkets in those neighborhoods," she said.
