2010 was the year of the census, and so the Pennsylvania state legislature will be redistricting (read: gerrymandering) the state’s congressional makeup. Ever wondered why the city of Chester is cut out of the rest of Delaware county and lumped in with Philly? It was done during redistricting to keep the 7th congressional district white and Republican, effectively disenfranchising Chester by assigning its voters to an already safe Democratic seat.
