Here is St. Rep. Kirkland’s case in a nutshell...
- The governor and Pennsylvania Department of Education have said that there’s been a mismanagement of funds
- The state cannot continue to send more money to Chester Upland if the funds are going to be mismanaged
- Former Secretary of Education declared in 2007 that a sound financial structure had been re-established in the district
- The empowerment board replaced the board of control shortly thereafter
- If the district has mismanaged its funds, it came under the watch of the empowerment board or elected board
- Someone has to be held responsible, which some call pointing the finger or finding fault, but it must be done because the kids have been robbed financially and academically
How far will an audit go to resolve the problem of getting money in the district next month?
Who do you think messed up the ‘sound financial structure’ of 2007?
The audit will not resolve the problem of getting the funds needed but it will however identify why the district is in the position it is in today.

I guess it's hopeful to assume the district has a future.
DeleteWith a $100 million budget, shouldn't there be an auditor on staff?
If the state gives up $70 million, shouldn't they be auditing without being asked? I can't image they let the district spend willy-nilly. How did they determine funds were mismanaged without having done an audit already.
Either I'm stupid or confused.

ReplyDeleteThe State took over an hired so called over see'ers of the district which failed and in the process closed schools, overcrowed the class rooms and stop buying resources for the teachers to effectively teach the students, not to mention stop buying enough resources for the students to learn effectively, and it became a sad cycle for the next 16yrs....the empowerment board took over, and left and left behind a 10mil dollar debt...the elected board took over and more debt on top of that...everyone is to blame and everyone needs to be held accountable....but here comes Thad as usual late to the party and NOW he cares where was he and the rest of the Thadalites when this was happening it didn't happen over night!!! I moved back to Chester to come fight this battle and so far there has only been a few of us, we need more parents POWER in NUMBERS people!!

ReplyDeleteThe reality is that there are 5 other school Districts with the same plight as CUSD, Philly's budget gap is projected at 200 million plus. The similarity with all the school districts be it urban or rural is three fold. 1. This country has given up on urban and rural education. Why educate a child for 13,000 and I can charge 30,000 to put them in prison with a 17,000 dollar profit. 2. The tax structure of these failing districts is very low, 60% of the residents are living at the Federal poverty level, and the home valuesare low so you really donot have a tax base to pull school taxes from. 3. Finacial mismanagement and poor personnel choices by the state havealso contibuted to our childrens educational demise. The State should not just appoint a board but the Board, auditor, and Ceo should be state employess who report back directly to the Secretary of Education. There emust be some accountability. The Nation is watching us, parents also have to step up, for this to fester for 16 years is also a travesty, complancency will never breed success.
