Rating Firm considers Chester Community Charter School Stable


CCCS's major credit strength remains its ability to attract and retain students from CUSD, the district that originates approximately 94% of its total enrollment. Enrollment has grown significantly over the course of its operating history, including over 33% growth in the last five academic years. 
CCCS enrolled an average of 2,687 students during the 2010 - 11 academic year, which represents an impressive estimated 55% of all K-8 students within CUSD. The wait list for the 2011 - 12 school year currently totals 84 students, primarily in higher grades, as CCCS admits all applicants for the lower grades (K-2).
The school's high quality facilities and infrastructure, (e.g., the oldest building was constructed in 2001), and stronger academic performance compared to CUSD are the key drivers of the strong student demand enjoyed by CCCS. In terms of academic performance, the school has met Adequate Yearly Progress (AYP) standards required by the No Child Left Behind Act for the last three years. Though comparative performance vis-a-vis CUSD is not yet available for the 2010 - 11 academic year, CCCS has consistently outperformed neighboring district and charter schools. These features support the school's ability to maintain stable to increasing enrollment levels and related revenue streams.
