There are programs to collect unwanted guns, with cash or gift cards offered for each firearm voluntarily surrendered. Yet, when a crime-ridden, gun-ridden town like Chester, Pa., can collect hundred of guns in a one-day program, the dimensions of a nationwide epidemic become more apparent. Not only are there too many guns on the street — there are too many people who do not hesitate to use them for the most trivial of reasons.
