Report: Health Reform to Benefit Thousands of PA Women

HARRISBURG, Penn. - A new report shows 30 million U.S. women stand to benefit from the nation's new health care reform law, including thousands in Pennsylvania. The study, performed by the Commonwealth Fund, finds the law will subsidize health insurance for up to 15 million currently uninsured women and boost coverage for nearly as many women who are underinsured.

Fund president, Karen Davis, says under the current system, women have had an especially hard time finding affordable coverage if they did't already have it through an employer or spouse.

"About three-fourths of women who try to buy health insurance on the individual market are either unable to afford the premium or they're not eligible for the coverage."

Under the current system, even when women do find an insurance plan they can afford and for which they are eligible, Davis says it may not include maternity coverage or other important benefits. That's slated to change when new state-based health insurance exchanges are in place, she says.

"All plans would cover maternity services and other essential services that are important to women and often missing in the kinds of policies that are now available to women."

When the federal reform law is fully implemented, most uninsured women will be able to get coverage, either through programs like Medicaid or a state-based insurance exchange. In addition, Pennsylvania is applying to set up its own Pre-existing Condition Insurance Plan, which would use federal subsidies to help cover the difference between a patient's premium and the cost of their claims.   2. In 2014, when health reform is nearly fully implemented, all applicants for health insurance must be accepted inside the Exchange.

    However, if you are in good health with family income above $70,000, you should strongly consider a plan outside of the Exchange.
