City and Housing Authority Join Forces on Violence Prevention

Chester, PA - On Thursday, June 10, 2010, the City of Chester and the Chester Housing Authority (CHA) will announce a collaborative anti-violence enforcement initiative within the public housing developments and surrounding communities.

After a two hour long meeting with Mayor Butler, the Chester Police Department, and Chester Housing Officials, solutions to the challenges in the developments were proposed and will be announced at the press conference.  “We must all pull our resources and support one another if we are going to be successful in eliminating the violence,” said Mayor Wendell N. Butler, Jr.

 “We have existing policies in place to address criminal and drug related violence in our housing developments and with the support of the City of Chester Police Department and the Mayor, we will be committed to enforcement of local city ordinances, such as Article 748 – Disorderly Houses,” said Norman Wise, Director of Housing Operations for CHA.

This joint venture will help eliminate episodes like the unauthorized block party in the Ruth L. Bennett Housing Development where a gunman open fired in a crowd wounding six. Additionally these measures will help eliminate nuisance houses and restore order to the two (2) developments that officials at both Chester Housing Authority and the City have labeled as “Hot Spots” in Chester.


The Mayor will also announce his visit with staff and resources to the top ten hot spots labeled by the Chester Police Department.

  1. I hope that the City of Chester ONE DAY will realize that the City not only need anti-violence inititives; however. Take the initive to change the image of Chester ~ change her surroundings!! If Chester would allocate a great portion of tax payer's money and other funding to build athlete facilities, swimming pools, introduce art, music, dance, theater, create positive after~school activvites for the youth, young adults; heck ALL the general population; as other communities do; then we would all see a 180 degree turnaround. Chane the image ~ the images that are on display. Chester "looks" depressing. CHANGE THE IMAGE, CHANGE THE WAY MONIES ARE AOLLOCATED, CHANGE THE ATMOSPHERE AND THE PEOPLE WILL [CONFORM] TO CHANGE. R.   3. Does anybody know if these "hot spots" are on the east side? From what I've read over the last few years there are all these great housing restoration projects in Chester, but they're all on the west side! What about Sun Village? Why will nobody touch all the boarded up houses there?

    I own a house in Sun Village that I bought off the repository list from Delco. I don't have the money or know-how to fix it up myself, but it may need to be torn down and rebuilt completely (lots of fire damage, boarded up, etc. Anyone interested in checking this out, please let me know. I just want to see it fixed up and a family living there again. Thanks!

  4. I was born and raised in Chester and with all of the new homes being build by HUD I have noticed that we have CIty Officials living in some of these houses. Now how much money do they make. I was under the impression that these public houses were for the low income residents of chester. So how did city council people get one. And how many of their relatives live in them also. Public City Officials should not be living in public housing.

To the first Anon.. leave Elkton (Which is not much better) and drive up I95 and see that Chester has a Harrahs Casino, a brand new 150 million dollar sports facility home of the Philadelphia Union and many more "things" for people to do! You say chester looks depressing, how about you drive down main street in Elkton after 10pm and see how many hookers stop you in your tracks, how many drug dealers are on the corner. Take a ride down 40 into Hollingsworth Manor and I bet you dont stop your car and get out and talk to the locals huh.. So before you start talking trash about someones elses home, maybe you should check your back yard and look at the Dump you live in.. Least we dont have people shooting at cops on North St.. You shouldnt throw stones at glass houses buddy!! Chester may not be the best place to live but for someone who dont live there you sure have alot of bad things to say about. Go bacl to Elkton below the mason dixon and stay there!!!

  7. Let me clear something up for Mr. Roots. The new homes in the city of Chester I am talking about Chatham Estates 110 rental public housing financed through HOPE VI & annual payments from HUD. Wellington Ridge also financed through HOPE VI.& money from public housing capital funds, PHFA. These are public housing. Wellington Ridge has 26 units you can buy. Why are there city officials living in public housing is my question.
