Chester council reviewing policy on trash collection

Chester and it's trash is becoming a regular story on The Chester City Blog.

The Daily Times reports that city council has decided that they will notify residents of unpaid fees by March 31 of each year and now has a clear process to appeal if you need to. 'Nothing earth-shattering'.

Last year folks were getting notices for unpaid trash fees that were several years old and that shined a very disturbing light on the city.

I haven't followed the story but I think everyone who got one of those bills are still responsible for paying them although the city did work out exceptions and payment plans.

Is there anyone who can clarify that for me?
